Yes I've always been in favor of the 'above and beyond what's needed to win' strategy but in this scenario you could spend 30 good hours on a banging tile set or 70+ hours on a complete set. Obviously a complete set will have a better chance at winning but if it did win next to a couple partial sets it wouldn't seem right.
Maybe entice players to make complete sets by offering two Purple Hearts to any absolutely new sets that get chosen. Only makes sense to teir the prizes considering the difference in time and creativity between both options.

So how do you edit/create your own sprites ? I'm under the impression your working in paint and editing every pixel . Also how do you create the map image ? Also an image created in paint . What software is being used ? A few of us have ideas but don't know how to apply it . Help .

Download gimp or photoshop. Edit every pixel individually. Use proper colors. Shade correctly. Etc.

Use Photoshop, GIMP, or something like it. Paint is not good enough because it doesn't handle transparency.
Edit pixels, save, load in game, etc, until you're happy with the result. :-)
