Someone knowledgeable answer

I have my laptop which is an I5 sony VAOI. I recenetly got RCN 75 mbps download and 10 mbps upload. What i dont understand is that everytime i restart the modem i get a different ping, sometimes 40, sometimes 30., my best being 27. The problem is even when im at 30 ping.. 10 minutes later my ping goes upto 40 . I have to go then go and restart my modem again. Is there anyway to fix this. I should be pinging around 25-30 with 75mbps downloads and 10 upload.
